The mayor and the 2 newley elected Trustees declare a "snow emergency" to justify cleaning the sidewalks in the business districrt even though the Code states its the business's responsibility.

Was this vote taken in public? Were the other 2 Trustee's informed beforehand? Did the Village attorney have input? Can a Village declare a snow emergency?
